- Details of Disappearance:
- Justin, a boy living at R.L. Mills Home, a group home in Casper, Wyoming, disappeared on February 15, 2004. Staff found his bed made to look occupied, but he wasn’t there when they went to wake him for breakfast at 7:00 a.m.
Justin’s mom had given him and his sister to the state, and he’d had trouble in several foster homes before moving to R.L. Mills in summer 2003. His dad, a truck driver, initially thought Justin ran away to be with him, possibly staying in Casper or going to Oklahoma where the dad lived. Justin had run away from foster homes before.
Later, the dad claimed Justin didn’t run away but was a victim of a crime, and that the group home was hiding it. The dad said Justin didn’t have any disabilities, but the group home staff disagreed, saying he needed close supervision and medicine for mental health issues. They added that he was doing well at the home and in school.
The police never solved Justin’s disappearance. R.L. Mills Home, which helped boys with emotional and behavioral problems, closed in 2011 because it ran out of money.
