On February 21, 2010, a young woman named Ragins vanished. She was last seen near Route 40 and Rolling Road in Catonsville, Maryland, on her way to see her boyfriend, Travis Elleby. Ragins lived in Baltimore and her disappearance was very unusual; her mother reported her missing a few days later.

Six years later, in 2016, her boyfriend was arrested and charged with her murder. He was found guilty of second-degree murder in 2017 by a judge. Police believe Ragins was murdered. Before she disappeared, Ragins enjoyed simple things like reading and movies, and she was a graduate of Woodlawn High School.
