Details of Disappearance:
Kelly disappeared on or around August 10, 1984, from Jackson, Michigan. She was last seen riding her red bike near her home. Later that day, her bike was found at a park. Her family learned she’d bought a bus ticket to Detroit, but she never arrived.

Kelly was upset about missing the county fair that day. Initially, police thought she’d run away, but they now suspect foul play. Her stepfather, Leonard Victor Hugall, was a prime suspect from the start. He had a history of violence and child abuse.

Hugall and Kelly’s mother divorced in 1994. Kelly’s mother always believed Hugall killed her daughter. Hugall initially claimed Kelly ran away, refusing to cooperate with police for over 20 years. Then, in 2006, he confessed to raping and murdering Kelly. Police found evidence supporting his confession.

However, Hugall won’t be charged until his release from prison around 2033, because he’s already in prison for other crimes. Police will try to find Kelly’s body based on Hugall’s information, though they expect it’s unlikely they will find anything after so many years. The case is classified as a non-family abduction.
