- Billy went missing in Stockton, California, in December 1984. Years later, in 2012, death row inmate and convicted serial killer Wesley Shermantine offered to help police find the bodies of his victims in exchange for money. He claimed his partner, Loren Herzog, did all the killings (Herzog had killed himself earlier in 2012). Following Shermantine’s information, police found hundreds of human bones and belongings in an old well. Among the remains were those of Billy and another woman, Joann Hobson. The bodies of two other women, Chevelle Wheeler and Cynthia Vanderheiden (her skull only), were also found nearby.
