- On March 14, 2006, in Kauai, Hawaii, a terrible event occurred. Two-year-old Rowan Dingwall, his parents, and several guests were at their home when a nearby dam broke. After 40 days of heavy rain, the old Kaloko Dam burst, releasing a huge amount of water. This flood swept away Rowan, his parents, and their guests: Timothy Noonan, Daniel Arroyo (who was getting married to a pregnant Christina MacNees), and Carl Rotstein.
Rowan’s parents and Christina MacNees were found, but Rowan, Noonan, and Rotstein are still missing and presumed drowned.
The dam’s owner, a wealthy businessman named James Pflueger, had ignored the law requiring regular dam inspections. He was charged with manslaughter and reckless endangerment because he’d blocked the dam’s emergency overflow, contributing to the disaster.
Years later, in 2013, Pflueger pleaded guilty to reckless endangerment. His company paid a large fine, but this money went to the state, not to the victims’ families. Pflueger received a short jail sentence but was released early due to health issues. The tragedy left four people missing and unanswered questions about dam safety.
